Overview
To determine:
- The applicability of the "emergency" framework to Lesotho
- Whether Lesotho was experiencing an HIV/AIDS-induced, long-wave "emergency" similar to the situation in Swaziland, and if so
- Recommend the appropriate policy and intervention options
Research Questions
Aims and Objectives of the Study
Building on the terms of reference used in the Swaziland report, this research aims to explore the applicability of the emergency framework to Lesotho, and by inference, to the Red Countries in general. In other words, the research will explore whether or not Lesotho is currently experiencing an HIV/AIDS-induced complex emergency similar to the situation in Swaziland, and determine appropriate policy and intervention options.
Key Questions
- Is the impact of HIV/AIDS being felt in similar ways in Lesotho as in Swaziland?
- If the impact is similar to Swaziland’s, what mitigating role does the international community have to play?
- What are the effects of the World Bank categorisation of Lesotho (as a lower middle income country) on the prevalence of the epidemic and the response to it?
- What is the domestic response to the epidemic, especially by the government, private sector and civil society?
- Are Lesotho’s socio-economic indicators (such as the slowing population growth currently recorded at 0.3%) correlated with HIV/AIDS, and if so, how?
- What is the public perception of the epidemic, and of the government’s or private sector’s response to it?

Re-conceptualisation of "emergencies" in the context of HIV/AIDS and development
Brief Description
The project exploits the virtues of triangulation. Bearing in mind the terms of reference used for the Swaziland study, the methodological approach includes the following:
- Review of the literature on HIV/AIDS in Lesotho, focusing on socio-economic and demographic indicators from the early 1980s to 2007;
- Review of official (state) and un-official (non-state) HIV/AIDS prevalence and incidence rates and the responses to the epidemic;
- Indepth interviews/conversations with key government officials, on HIV/AIDS prevalence and response in Lesotho;
- Assessment of public perception of the scope of HIV/AIDS prevalence and response by the government and the private sector;
- Interviews with selected NGOs e.g., CARE, Positive Action Society, and People Living Openly With Aids (PLOWA);
- Indepth interviews/conversations with key private sector actors and selected donors
- Field investigation/visits to home-based care NGOs.
