Overview
The project's two core aims are:
- Document the consequences of parental deaths from AIDS for the welfare of AIDS orphans and for other children in households that care for orphans;
- Use research information with appropriate governmental and non-governmental agencies to construct a coherent district-level child welfare management plan.
The Field Trial
The objectives are:
- To describe the impact of a parental death on household composition and on the children’s residency and migration experiences
- To measure the impact of orphans on household economic welfare
- To describe and measure differences between orphaned children and a) non-orphaned children in the same household; and b) non-orphaned children in households without orphans in the domains of:
- Educational access and attainment
- Health and risk behaviour
- Psychosocial welfare

Social Marketing Strategy
- Child welfare is the product/service to be marketed
- Orphans and vulnerable children in the district are the primary target audience - as beneficiaries of the programme
- Government and NGO/CBO agencies are the secondary target audience - as conduits through which to achieve benefits for orphans and vulnerable children
- Social marketing entails achieving voluntary 'behaviour change' by government and NGO/CBO agencies, whereby planning of child welfare management in the district changes from a HEARD-driven and/or uncoordinated process, to a coordinated government/agency driven process
